It's great with citrus! I like to eat it in salads with oranges and grapefruit, goatcheese, and nuts. Also, I've made Apple-Fennel Coleslaw for my fam a bunch of times and they love it. You could batter and fry it and dip it in a delicious ailoi. It's great just roasted or grilled too. You could steam some mussels with the fennel...lots to do with it!
